The Job Centre Plus (JCP) project for the Department of Work and Pensions (DWP) in Runcorn involved a full-scale relocation, reconfiguration, and refurbishment, converting two vacant retail units into a modern, open-plan employment support centre.
Delivered as a single-stage design and build project, it created a fully fitted-out Job Centre Plus accommodating 34 staff members and workstations, alongside secure back-office facilities.
The transformation involved converting a double-height shell and core retail unit into one large contemporary workplace. The scheme incorporated significant construction elements not typically associated with fit-out projects, including new staircases, lift, façade works, plant room and structural interventions.
A mezzanine level provided essential back-of-house offices, meeting rooms, breakout areas, and welfare facilities, accessed via newly installed steel staircases and a platform lift. The project was delivered at Trident Retail Park, Runcorn, Cheshire, and required careful planning to manage the live retail environment and maintain DWP’s operations on Level 1 until handover and relocation.
The scope encompassed a full end-to-end package from design development through to completion. To enhance the building's exterior, we implemented new glass facades, insulated panels, and shopfronts that feature accessible ramps.
Inside the centre, partition walls, raised floors, ceilings, cabinetry, bathrooms, and soundproofing were installed to create a high-quality environment for both staff and visitors. Our updated mechanical and electrical systems included new electrical panels, heat pumps, ducts, and a complete lighting installation.
Implementing careful traffic and access controls was crucial due to the project's location within a busy retail park. Disruptions were kept to a minimum through close communication with retail park management, nearby businesses, and client representatives at all times.
The project was delivered on time and in budget, with several notable value engineering achievements and innovations. Adjustments to the design and delivery of curtain walling, door automation, lighting, ceilings, flooring and finishes resulted in over £385k of savings. Notably, it marked the client's first fit-out to incorporate an open ceiling design.
Inclusion and accessibility were key pillars of the design intent. The project complied with design standards, prioritising accessibility through the installation of a new ramp.
